(WTIC-AM) -- A General Assembly committee today gave its approval to a $5-million settlement payout to the father of a 3-year-old Willimantic girl.

Athena Angeles was beaten to death by her mother's boyfriend.

Preschool staff had told the state Department of Children and Families about the girl's previous injuries, but the department left the girl in the home.

Judiciary Committee Vice Chair Matt Blumenthal says it is important that families receive justice.

"It sounds like the state and state employees could have done a lot more to prevent this tragedy from happening," Blumenthal said. "Accountability is important.  It is important that we as a state hold ourselves to a high standard in our performance of these services."

Windham Hospital is paying almost $2-million to settle allegations that its employees sent the girl home without reporting suspected child abuse.

The child's father had sued the state and the hospital over the little girl's death.

The house and senate must approve the payment before it can be made.
